The following commodities are not acceptable for transport by DHL under any circumstances.
This is a result of a policy decision, following the full consideration of Operational, Legal and Risk Management implications.
Live animals
Hunting (Animal) trophies, animal parts such as ivory and sharks fin, animal remains, or Animal-by-Products and derived products not intended for human consumption, prohibited for movement by the CITES Convention and/or local law.
Illegal goods, such as counterfeit goods and narcotics
Property, the carriage of which is prohibited by any law, regulation or statute of any federal, state or local government of any country to or through which the shipment may be carried.

Import Guideline for Non-account Customers Individual customers in the following circumstances shall apply for a permit of import to relevant competent authority prior to the entry of customs clearance.
Medical devices (including cosmetic and physiotherapeutic devices) Import permits are required for include medical/testing/physiotherapeutic devices for humans, or cosmetic devices or instruments with therapeutic effects.
Medicine or food (Effective on Dec. 1, 2015) - Imported pharmaceuticals products containing restricted pharmaceutical ingredients as promulgated by the Ministry of Health are not permitted to entry. - Any single type of imported food or similar products (excluding tablet, capsule food) have their weight exceeded 6 kg, or its value exceeded US$1,000 are not permitted to entry. - Any single type of food in tablet or capsule forms exceeds 12 bottles, total exceeds 36 bottles(box, jar, pack, bag, limited to original packaging) are not permitted to entry.
Tobacco and alcohol These indicate alcohol in the quantity over 5 liters, or tobacco in the quantity over 1,000 cigarettes, or cigars exceeding 125 cigarettes, or pipe tobacco over 5 pounds are not permitted to entry.
Wireless products For importing not more than 2 wireless products (wifi, bluetooth), importers are only required to sign an agreement form; if the bandwidth of the wireless products has not been approved by the National Communications Commission, importers shall apply for a permit. Fodder, seeds Imported feeding stuffs and seeds shall be subject to quarantine and inspection, in accordance with relevant regulations. Importers shall apply for a permit of import to the Bureau of Animal and Plant Health Inspection and Quarantine of the Council of Agriculture. Animal If imported animal products contain ingredients of animal origins, or imported products require quarantine and inspection, in accordance with relevant regulations, importers shall apply for a permit of import to the Bureau of Animal and Plant Health Inspection and Quarantine of the Council of Agriculture. Appliance, computer The value of electrical appliances and computers of a single model number exceeds USD1,000.
Toy If imported products are toys but not for sale purpose, the quantity of the same model number exceeds 5, or the value of one import exceeds USD1,000. Counterfeit Goods are Prohibited
DHL's security policy states that it is not allowed to transport counterfeit goods via the DHL network. DHL does not want to be associated with counterfeit goods and upon suspicion of such goods being imported, Customs will be informed. It is prohibited in many countries to introduce counterfeit goods and where proven the Customs authority will seize the goods and penalize the buyer.
If you are offered very low prices for branded goods that are sold on shopping websites or via other channels, you can normally assume that the goods are counterfeit. High quality branded goods that are often copied are:

Shipping Commodities – What You Need to Know
Certain commodities are considered as “Non-Document” and need to be accompanied by an invoice and, in some cases, additional customs documentation. Other commodities are considered simply as a “Document” and only require a DHL Waybill to be completed. The following list explains what you need to do in order to ship various commodities.
